How to find the "preferences dialog for recording meter, and playback meter.
Using Windows Vista Home , and Audacity 2.0.5
Click on the Mic icon or the speaker icon in the Meter toolbars and select Options… from the dropdown menu.

I assume you got that image from the Manual so I went there for a look.
I agrre that the current text is a liitle vague (good catch) so I changed it and added an image of the dropdown menu for the record meter.
This will not be generally available until the upcoming 2.1.3 release is made - but for now you can have a look and see how it will be then: http://alphamanual.audacityteam.org/man/Meter_Toolbar#Dropdown_Menu
