I was wondering if it is possible to fix the playhead so it does not move, and instead the audio waveform moves behind it? If anyone knows where this setting is I would appreciate it.

Audacity doesn’t have that as one of the display options. It’s insanely graphic intensive to do that, so it wasn’t high on the list of optional services. That’s also one reason why Audacity doesn’t scrub.

Depends on what you’re doing.
If you use Audacity as a scope, having a fixed playhead is the only way to go if you’re looking for a certain phenomenon in the wave form while recording. In these cases, staring at a moving wave form is extremely tiresome
It’s also the reason why some tools even show incoming waves without recording.
