I have an issue where I open a mp3 in audacity and after hitting play there is a delay and distortion for several seconds (sometimes as much as 20 secs.) before the audio normalizes. I am not adding any effects, this is simply opening and playback. What is the problem?
If you have many Audacity tracks one on top of the other in the same window, that could be part of the problem.
Otherwise please give more information about the device choices you have for the output device in Device Toolbar .
You may also need a driver update for the sound device. Please see http://wiki.audacityteam.org/wiki/Updating_Sound_Device_Drivers .

I am using v2.03. I even uninstalled and re-installed today to double check. This is only playing 1 track at a time. Not a latency or a delay issue. The latest driver for the card is installed.

Please could you give step by step instructions of how to reproduce the problem.
Try setting Project Rate bottom left to 44100 Hz.
Edit > Preferences and choose “Recording” on the left. Make sure “Audio to buffer” is set to the default 100 ms.
Right-click over the speaker icon by the system clock, then choose “Playback Devices”. Right-click over the Realtek Speakers then choose “Properties”. Then click the “Advanced” or “Enhancements” tab and uncheck any enhancements or signal processing that is mentioned.
Who makes the driver according to Device Manager? If the driver manufacturer is Microsoft that is a generic driver not matched to your motherboard. The driver should be obtained from the computer manufacturer’s web site if you have a branded computer like Dell or HP, otherwise from the motherboard manufacturer’s site.
If you have a 64-bit computer, the sound card drivers must be 64-bit.
