I have upgraded to OSX 10.13.6 from Yosemite and cannot open Audacity because of the 32-bit issue. My Audacity version is 2.2.1.

My Audacity 2.3.3 opens in High Sierra (10.13.6) OK. You may have other issues.
Mojave 10.14.x complains about 32-bit and Catalina 10.15.x just stops working.
Why do you think it’s a 32-bit issue?

Audacity 2.3.3 actually launches and runs on Catalina. it just won’t record as Catalina will not grant it access ro the mic to record as the app is not “notarized” a new higher gating factor that Apple brought in with Catalina.

This is fixed for the soon to be upcoming 2.4.0 as we now have the Audacity app notarized with Apple.
