Not sure how to match Windows & Audacity quality preferences...

My PC with Windows 10 has my Samson G Track Pro recognized and in the Windows mic settings the quality choices are:
16 bit and Hz choices are: 32k, 44.1k, 48k, 88.2k & 96k
24 bit and Hz choices are: 44.1k & 48k.

You know what the choices are in Audacity > preferences > quality.

What combination should of the above should I use for good quality spoken voice recording, and so that the Samson Mic is NOT flashing red.

The flashing red light is nothing to do with bit-depth & sample-rate,
It indicates clipping, (i.e. the mic gain knob is turned-up too high).
