Not recording desktop audio when volume is down or muted

New windows 11 laptop - I have the correct settings WASPI, speakers (only other option than mic) and it will record fine if the volume is on and up. If it is a low volume it will not. I have the same set up on an older windows laptop and it works fine if muted. Can you assist?

You are capturing-recording the OUTPUT from the soundcard (rather than the usual way of digitizing an analog input). So when you turn down the playback volume the recording volume also goes down.

Microsoft may have changed something… I remember it working like that. Or maybe it’s the way the soundcard is made.

P.S.
Some workarounds -
If you plug-in external computer speakers they almost always have a volume control knob.

You can plug-in headphones and you don’t have to wear them.

You can plug-in a headphone extension cable with nothing plugged into the other end.

There websites and software that allow you to “steal” audio & video from the Internet. But it’s a bit of a cat-and-mouse game because most of the most of the content on YouTube or Spotify, etc., is copyrighted and they try to lock these tools from working. Plus, the people who run these “illegal” websites or develop the software are not always honest and you may end up with a virus or other malware!

Unfortunately an external speaker or even headphones does not work. The recording completely stops when I switch. : ( If you have other suggestions, please lmk. Thank you!
