I’m trying to try some sound effects on an mp3 file I have, but none of the sound effects are highlighted where I can use them. This also goes for a lot of other tabs and features. I did download LAME to export the mp3, but do I have to download something just to get sound effects?
What do you mean by “sound effects”? Are you trying to apply effects from the Effects menu? You need to select some audio before you can apply an effect.

Effects and most other functions are only available while Audacity is stopped (not Play, Pause or Record).
Depending on your Preference settings you may also need to select some audio. See here for ways to select audio: http://manual.audacityteam.org/man/Audacity_Selection
