I loaded Audacity 1.2.6 on both my home and work computer. Home is a Dell Inspiron 9200 laptop and when I checked under Sounds and Audio Devices Properties saw that both sound playback and recording are controlled by Sigma Tel C-Major Audio. My work desktop gives a choice of Sigma Tel Audio or Microsoft Sound Mapper. The Audacity at work gives me audio I/O and quality preferences but on laptop it is absent. What should I do?

That depends on what you’re trying to do. You didn’t actually tell us.
I would like to have the option of setting audio input to record mono and to be able to change the default sample rate. I don’t understand why the audio I/O and quality preferences don’t show up on my laptop Audacity.
I’m sorry I took so long to respond, I haven’t had the access to these forums that I used to.
Unfortunately, I don’t know how to help you out. Is the menu simply not displaying correctly, or are all the fields greyed out? I’ve never heard of this kind of problem.
