no box, "Rescan VST effects next time Audacity is started

Windws 8.1, Audacity 2.1.1 installed using .exe file. Trying to use spitfish. Have copied the spitfish dll file into the Plugins folder. There are no options under preferences/effects and no box “Rescan VST effects next time Audacity is started” to check.

What to do? Thanks

In Audacity 2.1.1, use “Manage” to enable or disable effects: http://manual.audacityteam.org/o/man/manage_effects_generators_and_analyzers.html
