I just downloaded Audacity 2.2.2, operating system is Windows 10. I downloaded a video fro U-tube. It has so much static that I barely hear the speaker. I tried to import it to Audacity. Going to File then to Raw data next I tried audio. Is there a another way to import this video?
You do realize that Audacity is only for audio, right? (You can usually open/extract the audio from an audio/video file.)

I assume the original YouTube sound was OK? Does the downloaded video sound OK when you play it with Windows Media Player (or whatever player software you’re using)?

Raw data import is only good from uncompressed audio. Most A/V files are compressed. Depending on the format you’ll probably download and install ffmpeg-win-2.2.2.exe.
No I did not know that this software was for audio files only. There is a little static when I listened to it on u-tube
