New window NOT on top

When I create new window (ctrl-N) the new window is NOT on top, it is underneath existing windows. Not good!
Windows 10 2H22
Audacity 3.2.4

I do not have this issue on Windows 10 21H2 Home with either OS build 19044.2486, or with OS build 19044.2604 just updated yesterday.

(same Windows Feature Experience Pack 120.2212.4190.0)
