On the input meters the right channel is much lower than the left. Is there an a ajustment to make them equal?
Yes. You correct the show. Audacity doesn’t do any processing in real time and whatever Windows supplies is what gets recorded.
If you’re recording What’s On The Computer, you might check the Windows Control Panels and make sure the balance controls (if you have them) are in the middle. If you’re trying to record real life through your Mic-In, Mic-In only has one channel on most computers.

All my windows volumes are correct.
My guitar is fine on the left side and half the out put on the left Meter.
I’m using a “stereo 1/8” mini cable from my POD to the PC line input.
Any way to get the right meter even with the left?

He meant to say, “Remove DC Offset.” 
You may not have an offset problem, but it doesn’t hurt. And, you only have to normalize once (independantly).
Your guitar isn’t stereo… Normally, a guitar is one mono channel. Is your POD applying some stereo effects? Of course, any stereo effects will make the left & right channels different, but I wouldn’t expect a whole lot of average-signal level difference.

Make sure it’s line-in, and not mic-in. Many mic inputs are mono. Plus, the line-output signal from the POD is too strong for a mic-input, and most mic inputs on consumer soundcards are noisy.
Does your POD have a USB output? I sort-of thought all PODs have USB… If so, it’s best to use USB to send a digital signal into your computer, bypassing your soundcard/soundchip.
