Manual Incorrect: Split Cut function

I want to use split cut on selected labeled audio only, but it affects all audio no matter what I do. Both the default and alpha manual say it can be done but it cannot be done (AFAIK) in 3.1.3 on Windows. Is this a bug or am I doing something wrong?

Error 1: Menu Location

Sentence: “If instead the selection is made in the bottom two audio tracks and the label track, applying the Edit > Labels > Split Cut command results in this:”
(Problem: Split Cut is not in the Labels submenu)
Suggested Correction: “If instead the selection is made in the bottom two audio tracks and the label track, applying the Edit > Labeled Audio > Split Cut command results in this:”
(Solution: Split Cut is in the Labeled Audio submenu)


Error 2: Missing functionality
What is described is not what happens.

I only want the label to affect one audio track but making any track selection causes the function to fail (before and after are no different—nothing happens). I have tried various ways of selecting, always selecting from before to after the labels and additionally selecting only one audio track, but no audio tracks are affected unless I select the label track only, and then all audio tracks are affected.

(In my attached examples, silences are labeled as sound 01, sound 02, etc. It is intentional that silences are labeled as “sound …”)

Clarification: It affects all audio, or no audio, but not selected audio (couldn’t see how to edit my post).
