Making bad/degraded tape recordings sound good

I have some transfers of tapes. I am not in possession of the tapes themselves nor in contact with the person who transferred them, I merely found the files and want to make them sound nice. A sample of one is attached here - the issues present in this sample are representative of the whole lot.

Are there any measures I can take - primarily to make the vocals sound more clear? There is very audible distortion and reverb that I want to reduce or at least make nicer on the ears. The vocals are not in English.

There’s no music in that above 8kHz. That’s why it sounds Lo-Fi.
There’s no way to rectify that: it’s a jigsaw with a (big) piece missing.
The reverb is also irreversible even if the recording was Hi-Fi.
