I record to mp3 some spoken word, narration stuff.I sometimes have to run it thru Audacity to boost the db.
I want 0.5 with even tops. Can I make a preset to do this with a couple clicks?

Regular Normalization is peak normalization. Effect → Volume and Compression → Normalize. It’s a linear effect so the volume is adjusted (up or down) so the loudest peak(s) are at the target setting.
Limiting is a non-linear effect that “pushes down” the peaks. The older compressor is easier to use than the current one because you can directly set the limit. Effects → Legacy → Legacy Limiter.
Note that MP3 is lossy compression and it changes the wave shape. Some peaks are often a little higher after exporting as MP3.
