When I open Audacity and import an MP3, I receive this ERROR

Audacity has brought it back to start at zero.

That error message occurs when a recording has a duration of less than 1/100th second, which is usually symptomatic of a problem with the computer sound card settings, causing the recording to stall. The message is unrelated to MP3 import, so your description of the problem appears to be wrong / misleading / impossible.

I have windows 10. Im using Audacity 2.2.1. And using the Blue Yeti Pro. I have the mic set on the Yeti and the speaker set on the yeti. After I open audacity, I can record a track but when trying to record a second track, audacity seems to freeze and when I click the stop button the ERROR pops up
