Is is possible to isolate the voices of a 4 person quartet? I am not sure how it was recorded. It appears the file was from a Youtube video converted into an mp3 file.

Audacity can’t split apart individual voices from a mixed performance (even if they’re singing different notes).
MP3 files work by creating cleverly hidden sound damage and leaving some sounds out. So you want to do this trick with an intentionally damaged sound file.
Never do production in MP3.
Someone posted an Artificial Intelligence tool that could sometimes get part-way there.
