I do not get that message when I open Audacity 3.7.7 on an M4 Macbook.

You should download the correct build for your architecture. Audacity is available for the M-processors already for a long time now. When I go back in the old versions, I can see that already Audacity 3.2.0 was available for the “arm” architecture. I did not check versions before that.
And Audacity 3.7.8 is available not only for Intel, but “Universal” (combined ARM and Intel) and “ARM”. The same was the case for 3.7.7.
