Could you try to explain that more clearly.
For example:
“I have a 30 second recording of a voice and a 57 minute music album, both in WAV format. I want to repeat the voice over and over for the full length of the album, and mix the voice with the music, then export a new WAV file so that I can burn it to CD. How do I make the voice repeat for the full length of the album?”
I want to record voice for about 30 sec. Then I want to insert it in each song of an album for the whole duration of each song. I hope I am clear now.

If the album is a CD, you must rip the tracks to WAV first.
If you want to make your 30 seconds speech fit with a song lasting 3 minutes, then you can try Effect > Repeat… on the speech track. Delete any excess speech after the repeat.
Assuming you want to mix the speech into the song, so that you hear speech and song together, pressing Record will do that because the recording will be on a separate track.
If you are importing the songs into separate Audacity tracks, select the first song plus its speech repetition track underneath then File > Export Selected Audio… . You can click above Mute / Solo then SHIFT-click on another track to select both tracks.
Then adjust the speech track to fit the length of the next song. Select that next song and the adjusted speech track and Export Selected Audio.
