Improve file quality-where to post?

Forum posting questions: first, I’m not sure about the appropriate place to post my questions about an audio file. I’m using Windows 7 so maybe here. I want to “brighten” up the overall quality of the file. Does to upload provision here mean that I can the file in this forum so that I may refer to it with my questions? If so, does it need to be a specific format e.g. WAV, MP3, WMA etc.
I’m not sure how to describe the sound quality of the file except to say that it is very dull/dark/not clear.
By this I mean that there is much base and no treble……no highs.
Can someone answer these questions and tell me the best place to post this?

Posting in the board for your operating system is fine. However giving us your Audacity version helps too - see the pink panel at the top of the page.

Have you tried Effect > Bass and Treble… or Equalization…? You can’t add high frequencies that aren’t there but you can reduce excessive bass.

It says 2.1.0 so I guess that’s old. Will the upgrade automatically replace, or adjust/augment, my old version, or do I need to uninstall it first?
