importing existing .wav file as a Track in a multitrack proj

I cant figure out how to add tracks to a project when the tracks are stored as wav files on my hard disk. I experimented with importing them into the project and even tried drag and drop, but nothing did what I wanted.
I see how to record into additional tracks, I just dont see how to add an existing wav file as a track to make a multitrack project.
For example - Track 1 has been recorded into audacity
Add track 2 from and existing Wav file, add track 3 the same way.
I want to end up with a project with tracks 1,2 and 3 stacked on top of each other in the project window so I can turn them into a finished song.
Can this be done?
I like everything about Audacity, but i will have to find another program if I cant do this.

You danced around what actually happens.

I start with a single sound track. File > Import > Audio. Select an MP3 file > OK. The new work appears right below my first track.

You could begin by telling us what version of Audacity you have (all three numbers, see the pink panel at the top of the page).

The version we recommend is the current Audacity 2.1.3 release: http://www.audacityteam.org/download/windows. If you use that version, import and drag and drop do the same thing (import into the same project).

Of course if the WAV files are corrupt, or contain compressed audio because a personal voice recorder made them, they might not import and you would see an error message. Is that what happens? If so, try adding FFmpeg: http://manual.audacityteam.org/man/installing_and_updating_audacity_on_windows.html#winff .
