Windows 7 64bit, Audacity 2.0.3 just reinstalled from .exe installer
When I imported from different formats the wave form used to appear and I could use it normally. It no longer does and no sound when I click play even though the title of the file appears in the window to the left. Is there some setting I am missing?

Yes, all media plays in other programs. I did forget to mention if I record using my laptop mic I see the wave form until I stop, then it disappears. Thanks for your help.
The folder you are using for Audacity’s temporary data is full, or the folder cannot be read or written to.
Quit Audacity and reinstall it again, making sure you select the installer option to “Reset Preferences”. Confirm you want to reset Preferences when you launch Audacity. This will set the Audacity temporary directory to C:UsersAppDataLocalTempaudacity_temp .
If the problem persists, Edit > Preferences, choose “Directories” on the left, then look at how much space is available for the temporary directory. If necessary, clear some disk space out.
If disk space is not the problem you need to find out why you cannot read or write to your own user folder. In that case, look at Help > Show Log… in Audacity and see what errors it gives.

After reinstall with resetting preferences the problem persists, and temp directory shows 187 GB free. Here is a small bit of the log showing errors.

You don’t seem to have permission to create the temporary _data folder in C:UsersSNOCAppDataLocalTempaudacity_temp . That’s what you need to fix.
Are you SNOC? If not, log in to Windows either as SNOC or as an administrator.
If you still cannot write in that folder as SNOC or administrator, reboot the computer and log into SNOC or administrator, show hidden files and folders then try right-clicking over the C:UsersSNOCAppData folder. Choose “Properties”, click the “General” tab and make sure “Read-only” is not ticked (checked). Then click the “Security” tab and examine the folder permissions.
