Imported wav files audio is louder in Audacity

Using Windows 7 and Audacity 2.3.1 (ever so slightly behind)
I have two of the same track I am trying to blend together. One has vocals, the other doesn’t. The problem is the track with vocals is loading in excessively louder than the other and clips upon import but when listening on any other source does not have these same clipping issues.

Why would a file import with its volume higher than the original source and how can I prevent this from happening? At the very least how can I get the louder track to match the same volume level as the vocal-less version?

Is the voice track stereo? Two blue waves?

What happens if you Tracks > Mix > Mix Stereo to Mono on the voice track.
