I don't have a high-pass filter and other options in menu section

Hello, I’m new in this program and I want to do a vinyl sound effect. I need to add high-pass filter. In lots of diffrent youtube totorials people just ordinary chose this option in the effect bar, but i don’t have it! I can only see that there is that specific option in the Plugin manager, but still, i don’t know how to use it. Please help me ;(
