I cant see the Add/ Remove pulg-ins option under effects menu

i use the latest Audacity build 3.5.1

Adding / removing effects is done with the Plugin Manager, (at the top of the menu).

but why cant i see the muse hub plug-in i downloaded

The Muse instruments are for use in MuseScore, not Audacity.
