Generate a sine wave track, duplicate it, shift the duplicate 90°, join the tracks into a stereo pair.

Add silence to the start of one track which is a quarter of the period of the sine wave.
e.g. If it’s a 1Hz sine wave add 0.25s of silence, if it’s a 100Hz sine wave, add 0.0025s of silence
