What is monotone.mp3?
And what are you trying to accomplish?
You can use Generate → Tone to generate a 420Hz sine wave (or square wave, etc.).

Hz, not mHz. mHz is radio frequency.

People often change music that’s tuned to the standard A=400Hz to A=432Hz. There’s a lot of mythology around this… In reality there is nothing magical about 432Hz and the change is barely noticeable, or not noticeable at all, unless you are trying to play-along with a standard-tuned instrument.
It’s not normally for spoken voice. You wouldn’t want the voice actually tuned to 432Hz. That would be super annoying! Again you can generate a 432Hz tune if you want to know what that pitch sounds like.
It’s a tuning standard so that all musical instruments can play in-tune with each other. 220Hz is an A one octave lower, 880Hz another A one octave higher, etc. And of course the other notes are in-between.
With standard tuning there is no note at 432Hz.
So… If you lower the pitch by 432/440 (1.8%) everything is shifted down and you now have A notes at 216, 432, and 864Hz, etc. All of the other notes are changed by the same percentage so everything stays in tune with itself.
You can use the Change Speed effect for that Or, the Change Speed and Pitch by the same percentage.
