The simplest way is to use the Amplify effect. It will scan your file and default for whatever gain is required for 0dB peaks. So if you want to normalize to 0dB peaks, run Amplify and accept the default.
…You do understand what normalizing does, right? It makes the peaks equal to preset level (usually “maximized” at 0dBFS). It does NOT match the perceived loudness to a preset level.

Be careful with noisy records. If there’s a loud vinyl “click” that’s louder than anything else, the click will determine the normalization level.
