How do I record small sound bits of podcasts or youtube clip

Is it possible to record portions of clips from You Tube and Podcasts? Do I need to hook up a separate mic or can I do it somehow using the Audacity program? Please excuse my ignorance, just recently download the software and still stumbling a little. Thanks!

I am running Window 7 64 bit

You can do self-recording in Windows, but sometimes it can be a challenge. Some computers are actively hostile to the idea.
