The frequency range in Plot Spectrum is determined by the track sample rate.
The maximum frequency is half the sample rate. Example, if the track sample rate is 44100 Hz, the frequencies are in the range 0 to 22050 Hz.

If you have tracks in different sample rates, you can “Resample” them to the same rate.

Note that resampling to a lower sample rate will permanently remove any frequency content that is higher than half of the new rate.
Example: If you resample a 44100 Hz rate track to 8000 Hz, the new upper limit will be 4000 Hz. Any frequencies in the original above 4000 Hz will be discarded.
