How do I achieve this audio effect?

Hi guys, I saw a segment of a Baldi’s Basics video (https://www.youtube.com/watch?v=Vt_0paXh87U) and I wanted to create a similar distortion as heard at 8:41. It’s almost like a “rippling” sort of sound, which is the best way I can describe it.

I’m not sure exactly what effects I should use however, so if someone knows how to get this kind of distortion, that would be great. Thank you.

Hard overdrive is similar to it

But like you say there is a “rippling” electrical noise overlaid*.
[ * it occurs when they are not speaking ].


Helmet radio plugin is capable of that type of extreme distortion …
