Help with echo-y audio from public meeting

I am trying to improve the audio in this recording of a public meeting (and before you offer tips on microphone placement, I am not involved with the video recording in any way). I’ve used both the dereverb plugin and CrumplePop EchoRemover and can’t get close enough to broadcast quality. I’m not an expert in these things and will be grateful for any tips. A sample of the audio is attached.

That has no sound above 8000Hz, and a noise-gate has been applied: some sort of processing has occurred.

The noise-gate has completely removed some speech, there’s no way back from that.

Entirely possible. It’s a crappy conference mic setup, two or three disc mics on a table, nothing at the podium. Done live on Zoom, apparently thru a laptop. Thanks for looking.

There’s the culprit.

Adobe Enhance can improve it, but it can’t put back missing bits of words.
