Generation of Audio standard abiding data streams using Audacity to test standard compliance

Hi
I would like to know if editing feature of Audacity could be used to generate audio data streams that abide a standard e.g. say HDMI Audio.
For example if we need multi-channel audio without compression say, 12 channels of 3D Audio data for HDMI, then we could generate meaningful independent waveforms in each individual channel and provide packetization and header per packet of HDMI audio data.
If so how to do it? Is such a feature already available?
If such a feature is available, it would greatly help to test HDMI transmitters and receivers.

Likewise, the same could be done for many other audio standards and thus Audacity could be additionally useful (if such a feature does not already exist)
Thanks

Audacity does not support playing multi-channel sounds, but it does support creating and exporting multi-channel sounds. See: Advanced Mixing Options - Audacity Manual

To create multichannel audio recordings, you will need to know the correct channel mapping for the format you are using (Surround sound - Wikipedia)

For uncompressed audio, use WAV format. You will need to know what bit-depth and sample rate your surround sound equipment requires.
