Frequncy handling capabilities

alright, I know humans can handle the range of 20 Hz to 20 kHz & something like a dog whistle is around 23 to 54 kHz. Can audacity handle those higher frequencies?

Audacity can handle anything up to 1/2 the sample frequency. 44100, 48000, etc. Your cheap, inexpensive sound card may not make it to 20KHz. Any frequency much above about 17KHz isn’t heard by most people and can cause very serious sampling errors and distortion. So most sound cards just don’t go there.

Your task is to find a sound card that doesn’t care.

The problem is worse - most good/expensive sound cards are specifically designed to cut off not much over 20 kHz so as to reduce picking up interference. For digitally recording frequencies that are substantially above 20 kHz you are likely to need scientific apparatus.
