When you are able to figure this out, can you post the solution - I have 100% the same problem. I used Audacity with my Behringer UFO 202 a couple years ago, then shelved it. Got it back out and everything is working except I get a flat recording signal. I also downloaded the ASIO driver thinking that was the issue but it didn’t help. I have the settings just as Audacity calls for, I get output through the headphone out of the UFO 202 and the RCA outputs as well - just no signal into audacity via the USB input to record my vinyl. I am also using WIN 7. Tried it on two different Dell laptops both running WIN 7. HELP!
Please do not jump into other people’s posts. That is not fair on the poster given they have different recording equipment and a different computer. I started a new topic for you with a specific title.

Check that you see a signal (green meter jumping in response to audio input) in the Windows Sound Control Panel recording tab.
When/if that is working, launch (or relaunch) Audacity and ensure that the USB device is selected as the recording device in the device toolbar.
I also downloaded the ASIO driver thinking that was the issue but it didn’t help.
That shouldn’t hurt but it wont’ help either… Audacity doesn’t support ASIO.*
I believe the Behringer works with the Microsoft-supplied Windows drivers, so you shouldn’t have to install any drivers.
*The Behringer interface doesn’t support ASIO either… ASIO4ALL is a 3rd-party driver that replaces some of the Windows drivers so that any regular Windows soundcard/interface will work with an ASIO application.
