I usually use Audacity to create file with format WAV (Microsoft) signed 16 bit PCM.
Now, I have many input audios that I want to convert to the above format.
I wonder whether there is a ffmpeg command with specific options to do convert to that format?

You can do batch processing in Audacity too File → Edit Chains or File → Apply Chains.
But if are simply converting files without any editing or audio proecessing, you don’t need a full audio editor. It might be easier to use a conversion program like TAudioConverter. You can drag several files into TAudioConverter and convert them as a batch.
