Extending a small part of a clip

I hope this is the correct forum!

I’m after a feature (that isn’t change tempo) that can basically ‘extend’ a very small part of a clip. I’ve been creating siren loops of real life sirens to use in a Grand Theft Auto modification and I’m looking to imitate the ‘hold’ feature of some sirens (example:https://youtu.be/QLSCtvryElo?t=34) but it’s proving very difficult and I’m not sure if it’s even possible. Am I wasting my time? You can see in the video at about 30 seconds the person is pressing hold but only holds it for a second if that at a time. I’m basically trying to extend it to about 10 seconds (if it makes sense)

I think the technique that you are looking for is “looping”. See: http://manual.audacityteam.org/man/tutorial_looping.html
