Error opening recording device

Applicatin: Audacity 2.3.2

OS: Windows 10 Version 1903 Build 18362.30

Hardware information:
HP Probook 450 G5 p/n ILU55AV
Audio Hardware: Conexant ISST Audio
Driver Version: 9.0.232.1
Date: 1/27/2019

external mic model: Cyber Acoustics AC-204RP4

Error:

Error opening recording device
Error code: -9999 Unanticipated host error

MME recording mode
Apps are allowed to access the microphone.

This issue only happens randomly but often enough to be a real problem for our users:

Audio input is detected from the external mic from other applications prior to Audacity 2.3.2 being launched. Once Audacity is launched and recording is attempted from external mic, the above error is displayed and audio input from either internal or external mic not detected by windows or other apps, though Windows seemingly recognizes a Microphone is connected.

Device manager looks normal. Sometimes the system goes back to normal by itself if I let it sit for a few minutes. Mostly I have to reboot and cross my fingers that Audacity and the Mic will work.

I have not experienced this problem on any other computer system besides the model listed above with otherwise identical configuration. I tried previous versions of the audio Driver with similar results
