I am using Windows 10 with ver 2.3.115:38:24: Audacity 2.3.1 Iloaded both Lame and FFmpeg, I think, at least I downloaded them. Don’t see them anywhere

That’s saying that Audacity can’t find a compatible version of FFmpeg.

In particular, ensure that you download the file “ffmpeg-win-2.2.2.exe” by clicking on the name of this file where it says:
FFmpeg 2.2.2 Binary for Windows, compatible with Audacity 2.0.6 and later (please update, or use v0.6.2 below)
(Lame is right ABOVE, this is ffmpeg):
ffmpeg-win-2.2.2.exe > - (SHA256 SUM here)
(If you see any “Download” buttons, ignore them, do not click on them. The download page is advert supported, and unfortunately there are sometimes misleading adverts that try to trick you into downloading other stuff.)
As it says in the instructions, you need to run the “ffmpeg-win-2.2.2.exe”, after downloading it, to install FFmpeg.
