Entire menu bar is missing

I am on masOS Monterey 12.5.1 and have installed Audacity 3.1.3

The entire menu bar is missing. This is my first time downloading Audacity in a long time and wasn’t sure if the UI just changed but everything I am finding is pointing to the assumption that a menu bar should exist. Is anyone else having this issue?

You should be able to quit Audacity with Command+Q.

Then, in the Finder, click on the Go menu and select Go To Folder.

In the dialog that appears, enter this (or copy and paste the underlined text)
~/Library/Application Support/audacity

In that folder, delete the files:
audacity.cfg
pluginregistry.cfg
pluginsettings.cfg

Now try starting Audacity.
