enable zoom using scroll wheel without also having to hold ctrl down, any setting i can change to to enable this?

You can customize Audacity actions with Audacity > Edit > Preferences > Keyboard.

Mouse behaviours are not yet customisable.

There are several keyboard shortcuts related to zooming that can be customised.
