Effects settings won’t save. The dialogue box opens; I click to save, but the folder shows empty afterwards, other than the subfolders that are already there.

Which effect(s) exactly are you talking about? Are you talking about the Manage button in an effect, then exporting a preset?
As a wild guess, try adding the extension that is required to the name. So if you are saving an XML file, add
.xml
to the end of the file name.
