I figured out, using some of the suggestions from forum postings (thanks!) that if I Turn on Audacity, open a file, and immediately press the Stop button, Effects/Change Pitch and more, are NOT greyed out.
I h ave windows 7, and Audacity 2.1.1.
I figured out, using some of the suggestions from forum postings (thanks!) that if I Turn on Audacity, open a file, and immediately press the Stop button, Effects/Change Pitch and more, are NOT greyed out.

You don’t need to press the Stop button immediately after importing a file or opening a project.
You do need to press the Stop button if Audacity is playing, recording or paused.
