How weird - in the pitch & tempo menu under “effect,” there is no tempo dialog - just pitch, paulstretch, and sliding stretch. Developers, please add that back!! Thank you!!
This feature hasn’t made it into Audacity 4.0 and may be added to a future version. In the meantime, I have added it to Soundscaper, my web version of Audacity 4.

They’re not deleting them, they just haven’t gotten around to implementing them yet.

I don’t know how I missed this, but if you right-click on a clip you get a context menu containing the item “Open pitch and speed dialog” where you can independently set the pitch and speed. This is non-destructive but you can render the change through the same context menu, as well as reset it.
