Editing Commands in Macro Manager

For particular VST/VST3 plugins, it is impossible for me to edit the commands in the Macro Manager (Audacity 3.2.1 on Windows 10). I cannot get rid of the “Current Settings” (see attached image)

To be a bit more precise: I can open the editing dialog for the inserted commands, I can enter changes, but clicking “Apply” does not have any effect.

This happens for me too for any plugin where Audacity does not currently pass arguments, including built-in ones taking no arguments like Fade In, Invert, Reverse, etc.

It looks to me like the same issue as this bug: https://github.com/audacity/audacity/issues/3821

Are you able to work out if they are VST or VST3, and whether it happens with all effects of that type?
Are there any VST / VST3 effects that don’t have this problem?

I only tested the 4 effects that I mentioned above, and I did it with both versions (VST2 and VST3). If I remember it correctly, in all cases I observed the same problem.

Additional remark: It took me some time to find out where to install VST3 plugins. The manual does not seem to tell anything about it. Now I can install the VST2 and VST3 versions of the same effect at the same time. Which one will be chosen by the Macro Manager?
