My ISP is Swedish and I use Widows 8.1 English version. I can download Audacity 2.5 without any problems. The irritating thing for me is that Audacity comes in the Swedish version. I have tried to download using a VPN that gives me a British IP number for the English version but it still comes in Swedish.
What to do for me being in Sweden having English as my language. Any tips are highly appreciated.

Even if you have Windows displaying in English you must have the “Format” in “Change date, time or number formats” in the Windows Control Panel set to Swedish. Either set that to English or change Audacity preferences to English locale as described here: http://manual.audacityteam.org/o/man/faq_about_audacity.html#language .
