Delay is not in effects menu

Audacity 2.3.3, Windows 10.
Delay is not in the list of effects when I pull down the menu. When I go to add plugin, it claims it is already enabled. I have uninstalled and then reinstalled the software and still no delay option. Any thoughts?

Scroll down below the “divider line” in the Effect menu.

Thanks for the reply! It worked…I had tried to do that many times with no luck, but I finally found it.
