I would like to know if exist a plug-in that allow to delay the audio for a programmable time during the streaming audio coming from internet or coming from a radio-set earphone jack.

I’m not sure exactly what you mean, but Audacity does not do real-time processing.

Could he use a latency setting somewhere to embed a delay between the actual sound capture and the point where it gets added on the timeline? Or have I got latency “backwards” and it is actually used to delay the playback until it matches the recording input?
Perhaps he wants Timer based recording?
