Use this to generate a 528 Hz tone: https://manual.audacityteam.org/man/tone.html
Then use this Nyquist plug-in to turn it into pulses: https://wiki.audacityteam.org/wiki/Nyquist_Effect_Plug-ins#Isochronic_modulator

I followed your instruction. I use tone generator to create a 528Hz Frequency with Amplitude of 0.8. Then I use IsoMod and set the Initial and Final Modulation Frequency to 20Hz. Is this the right way to create a 528Hz ? Or what is the correct Hz for the Initial and Final Modulation Frequency?

The Tone generator creates the 528Hz Frequency.
The Initial and Final Modulation Frequency controls determine how fast the pulses are. If you want the pulses at a constant speed, then “Initial” and “Final” need to be set to the same value. If you want the pulses to speed up, the “Final” needs to be greater than the “Initial”, and vice verse.
