Can I change a talking or music track to run at a specific frequency eg 400Hz or 500Hz?

Yes and no…
The [u]Change Pitch[/u] effect can increase the pitch by 25% which will change 400Hz to 500Hz but real world sounds contain multiple-simultaneous frequencies. Or, you can enter “400” and “500” and it will increase the pitch by 25%, regardless if there is any 400Hz content to start with.
[u]Plot Spectrum[/u] will show you the frequency content of your file.
P.S.
I wouldn’t say “run at” because that makes me think of the digital sample rate (i.e. 44,100Hz for a CD.)
